asked the Secretary of State for the Colonies if he will make a grant from Colonial Development and Welfare funds towards the establishment of the multi-racial Oppenheimer College of Social Service at Lusaka, Northern Rhodesia.

I assume that the hon. Member has in mind the College of Social Service which is being planned by the Northern Rhodesia Council of Social Service, with the assistance of the Government, and towards which the Oppenheimer Memorial Trust has made a large grant.

The Northern Rhodesia Government is primarily responsible for determining the priority of schemes for development and welfare within the territory. If it applies for a grant from Colonial Development and Welfare funds towards the establishment of a College of Social Service, I will of course be ready to consider the proposal.
