Under the arrangements laid down in the White Paper (Cmd. 5517) issued in 1937, civil servants of the rank of Under-Secretary and above, and more junior officers occupying posts of a special character are required to seek the approval of the Government before they accept, within a period of two years after their retirement, appointments with firms having, for example, contractual relations with the Government. But these arrangements do not cover the majority of civil servants, and no records are kept of any appointments which they may take up on retirement.
