62. Mr. Driberg

asked the Secretary of State for the Colonies if he has now studied the development plan for the Maltese islands and is satisfied that there is not an error in the estimate, in paragraphs 16 and 17, of the number of jobs to be created if full employment is to be attained; and if he will make a statement.

As is acknowledged in the plan itself, estimates of this kind must inevitably be based on assumptions and on the assessment of many imponderables. I see no ground for supposing that any reasonable calculation would produce an estimate sufficiently at variance with that given in paragraph 17 to invalidate the soundness of the plan.
