asked the Minister of Transport on what evidence he has reached the conclusion that speed is not a major cause of accidents.

Mr. Marples

The evidence available does not point to a simple and clear relationship between speed and accidents. There is, however, evidence that in any given set of circumstances an increase of speed makes accidents more likely and also more severe. The risk of an accident occurring depends, among other factors, on the character of the road and the density of traffic on it, and speed is only one of many factors which have to be taken into account.
