94. Mr. Henderson

asked the Lord Privy Seal whether he will make a statement on the agreement achieved at the adjourned Geneva Conference on nuclear tests; and whether he will state the main points on which agreement has not been reached.

Up to the present time the Conference has reached agreement on a preamble, seventeen draft Articles of a Treaty and two Annexes.

The important problems remaining to be solved include: the duration of the voluntary moratorium on small underground tests; the arrangements for the programme of seismic research envisaged in the Camp David statement; the annual number of "on site" inspections to determine whether or not a nuclear explosion has taken place; and the composition of the Control Commission which will supervise the work of the Control Organisation.
