§ Mr. GodberI assume that the hon. Gentleman is referring to the communiqué issued in Moscow after the Prime Minister's visit in March, 1959. Proposals which would have led to progress in this matter were made in the Western Peace Plan presented at the Foreign Ministers' Conference in May of that year. We still stand by those proposals.
