Mr. Mapp

asked the Minister of Housing and Local Government and Minister for Welsh Affairs if he will investigate the difficulties and hardships of shopkeepers trading in the vicinity of housing development schemes who suffer loss of business during the process of redevelopment, with a view to introducing legislation to meet such hardships.

Under Section 63 (2) of the Housing Act, 1957, local authorities already have power, subject to certain conditions, to make discretionary allowances to relieve hardship suffered by shopkeepers whose trade is seriously reduced by slum clearance and redevelopment operations in the neighbourhood. In Circular 41/59, issued in July, 1959, I drew the attention of local authorities afresh to this provision.
