§ Mr. HeathDiscussions are in progress in Cairo on a number of subjects connected directly or indirectly with the Anglo-Egyptian Financial Agreement, but mostly concerned with administrative difficulties which have tended to hold up the full and speedy implementation of the Agreement. A number of these difficulties have already been solved and considerable progress has been made towards a solution of many of the others.
