asked the Secretary of State for Scotland by what criteria he makes his decisions whether applications for liquor licences conform to the principle of disinterested management.

When I receive an application for authority to sell or supply liquor on a commercial basis in a State Management District under Section 82 (1) (b) of the Licensing (Scotland) Act, 1959, I consider it carefully to see whether there are any circumstances which would justify departing from the principle of disinterested management which such sale or supply if authorised would necessarily involve. For a case in which I granted authority to provide a particular facility, I refer my hon. Friend to Column 809 of the OFFICIAL REPORT of 24th March. 1960.
