asked the Secretary of State for Foreign Affairs when the terms of the amendment to the Brussels Treaty permitting the German Federal Republic to manufacture certain missiles will be published.

The White Paper in which this amendment will be included will be published at the end of January, but for convenience I am giving the text now. It is as follows:—Paragraph IV (d) of Annex III to Protocol No. 111 is replaced by the following text: (d) Proximity fuses and surface-to-air and air-to-air guided missiles for anti-aircraft defence are regarded as excluded from this definition.'
