asked the President of the Board of Trade what further consultation he has had, during November, with the Paper Makers' Association concerning the Outer Seven Agreement; and whether he will make a statement.

Mr. Maudling

I received a deputation from the Association on 16th November. We had a full discussion in which I explained that it would be impossible to give the paper-making industry exceptional treatment under the European Free Trade Association Convention but drew attention to the provisions for dealing with cases of special difficulty.
