asked the Secretary of State for Scotland if he is aware that the Scottish Special Housing Association standard rents for two- and three-apartment houses are being exceeded in the case of the Association's houses about to be occupied in the burgh of Culross in Fife; and what steps he intends to take to avoid the hardship which will result from such rents.

It is the Association's practice, where local authority rents are higher than their own approved standard rents, to adopt the local authority rents. A rebate scheme to prevent hardship in individual cases is an essential part of the Association's rents system. I am writing fully to the hon. Member in reply to his recent letter on this subject.
