53. Mr. S. Silverman

asked the Prime Minister whether he is aware that the policies of the Secretary of State for the Home Department in relation to civil defence are inconsistent with those of the Minister of Defence, which are based on the view that the civil population cannot be defended in the event of nuclear war; and what steps he is taking to secure that these conflicting policies are reconciled.
