Mr. W. Yates

asked the Secretary of State for Foreign Affairs in view of the results of his recent mission to Paris, whether at the forthcoming debate in the United Nations Organisation on Algeria he will urge that self-determination for Algeria be decided by a referendum to be conducted by a United Nations Commission rather than by the occupying power.

I welcomed President de Gaulle's plan for Algeria as being of the highest importance. I expressed the hope that it would form the basis for the settlement of the problem. The details of its implementation, however, are a matter for the French Government, not Her Majesty's Government.
