asked the Chancellor of the Exchequer if he will set up a committee to consider means by which local authorities can finance their housing schemes and non-profit-making work by a low and stable rate of interest in order to enable them to plan their future programmes without the fear of substantial increases in the rates of interest, which now continually hinder their progress.

No. I do not think that it would be right to insulate local authorities from the effects of prevailing levels of interest rates.
