The surface of the motorway appears to be perfectly satisfactory. The hard shoulders were not intended to be used as much as has proved necessary while traffic is getting used to the motorway, and experience now may be misleading.
No special precautions are being taken on the road to prevent accidents in foggy weather. It would be unwise to impose an arbitrary speed limit which may or may not be appropriate at any particular time or place. Drivers should follow the advice given in the Highway Code and suit their speed to the prevailing conditions.
