asked the Prime Minister if he has now given further consideration to the memorandum submitted to him by the hon. Member for Carlisle in regard to the appointment of a Parliamentary Commissioner after the Scandinavian model for the consideration of individual grievances against administrative or executive action by public authority; and if he will make a statement.

I have given further consideration to the memorandum submitted to me by my hon. Friend. There would be many constitutional and practical difficulties in the way of adopting the Scandinavian system in view of the very different constitutional and other circumstances of this country. I understand, however, that a group of lawyers is to undertake a serious and objective study of the matter, and I think it would be well to wait until the results of this study are known before coming to any final conclusion.
