asked the Secretary of State for the Colonies what recommendations the constitutional Commissioner, Sir Hilary Blood, has made for constitutional changes in British Honduras.

The Commissioner recommends the introduction of a Ministerial system with four Ministers appointed by the Governor, one of whom would be Finance Minister.

The Financial Secretary would no longer be a member of Executive Council and the number of official members would therefore be reduced from three to two. The number of nominated and elected members would remain as at present. For the Legislative Assembly the Commission recommends the reduction of official members from three to two, an increase from nine to eighteen in the number of elected members, and from three to five in the number of nominated members.

The Speaker, who is at present appointed by the Governor, would be elected by the Legislative Assembly from persons not members of the Assembly.

Copies of the Commissioner's Report will be placed in the Library of the House as soon as they are available.
