asked the Secretary of State for the Colonies for what reasons the Government of Tanganyika have refused permission for the Tanganyika African National Union to make a public appeal for funds for the establishment of a college to train local trade union, co-operative and political leaders; and when the Government will reply to the request of Tanganyika African National Union to start building.

The Tanganyika African National Union applied on 27th February, 1958, for police permission to launch an appeal. It was necessary for the Tanganyika Government to seek clarification of the educational aspects of the project and discussions have proceeded with the President of the Union. I now understand that it is proposed to establish an Education Trust with the object of raising funds for the College and that the Articles of Association of the Trust are being prepared. If permission is sought for a public appeal for funds for the Trust it will be sympatheically considered by the Government. I understand that no request to start building has been submitted.
