asked the Minister of Labour what action he normally takes on receiving a complaint against an employer that he refuses to recognise trade unions.

As I have explained many times previously, the recognition of a trade union by an employer is a matter for agreement between the parties concerned. I have no powers to compel an employer to recognise a union, but when any difficulties in this respect are reported to me, my officers normally have discussions with both sides with a view to reaching a settlement by conciliation if possible.
