Mr. Knox Cunningham

asked the Secretary of State for the Home Department whether Her Majesty's Government have now completed their study of proposals made by an interdepartmental Working Party for the use by foreign visitors to the United Kingdom of identity cards instead of passports; and whether he will make a statement.

Her Majesty's Government are now prepared to negotiate bilateral agreements with other Member countries of O.E.E.C. under which nationals of those countries who are coming to the United Kingdom for short visits may, subject to certain safeguards, produce, instead of a passport, the standard model identity card recommended by the Tourism Committee of the Organisation. It will be necessary for the conditions on which the visitor is permitted to land to be endorsed either on his identity card or on a special travel card issued for the purpose.
