Mr. Stonehouse

asked the Secretary of State for the Colonies (1) the figures for financial surpluses and balances for the Moshi Native Coffee Board, the Songea Native Tobacco Board, the Bukoba Native Coffee Board, the Arusha Native Coffee Board and the Cotton Lint and Seed Marketing Board in Tanganyika at the close of the 1955–56 financial year, and how have these surpluses and balances been disposed of in the case of those Boards whose functions have been drastically reduced or totally abrogated;

(2) the figures for surpluses and balances at the close of the 1957–58 financial year in the cases of the Arusha Native Coffee Board and the Cotton Lint and Seed Marketing Board in Tanganyika.

Mr. Lennox-Boyd,

pursuant to his hon. Friend's reply [OFFICIAL REPORT, 5th February, 1959; Vol. 599, c. 111], supplied the following information:

Moshi Native Coffee Board. The net balance was £152,910. Assets have been disposed of, first by cancelling the levy on growers and budgeting for a deficit in 1956–57; and secondly by transferring assets of £33,474 and £21,205 to the Kilimanjaro Native Co-operative Union Limited and to the Chagga Council respectively.

Songea Native Tobacco Board. The balance was £280 cash and £8,235 on loan to the Ngoni-Matengo Co-operative Union Limited. All fixed assets of the Board had been transferred to the Union prior to March, 1956, and the above loan by the Board has since been written off.

Bukoba Native Coffee Board. The net balance was £185,239. By reduction of the levy and budgeting for a deficit the assets had by the middle of 1957 been reduced to £162,647, of which £127,983 represented fixed assets. The disposal of these is taking place by relinquishment of the Maruku Coffee Research Station to the Coffee Board of Tanganyika, of the nursery organisation and certain buildings to the Bukoba Native Co-operative Union, by the sale of certain machinery and buildings and by the transfer of funds, except for £10,000 to be retained to cover expenses, to the Marketing Reserve account of the Bukoba Native Co-operative Union.

Arusha Native Coffee Board has never existed.

Lint and Seed Marketing Board. The net uncommitted balance in the Ordinary Fund at 30th June, 1956 was £1,241,443, and in the Cotton Price Assistance Fund £4,887,209. These balances at the similar date in 1958 stood at £1,662,075 and £5,147,891 respectively. The functions of this Board have in no way been reduced.
