Captain Kerby

asked the Secretary of State for the Colonies, in view of the policy of Her Majesty's Government for political advancement in Nyasaland, what steps the Government of that Protectorate have taken to ensure that the English words, federation, democracy, universal adult suffrage, racial partnership, and civilisation, respectively, are correctly translated into the vernaculars of the territory and properly taught in the African schools.

The concepts embodied in these words are not easily rendered in the vernaculars of Nyasaland. I am however satisfied that the Nyasaland Government have taken all practicable steps to convey to the African people the true meaning of the words quoted.
