§ The Prime MinisterMy right hon. Friend the Member for Woodford (Sir W. Churchill) once replied to a similar proposal: "We must beware of needless innovation especially when guided by logic". In any case, the change would almost certainly involve legislation, and I doubt whether this could be added to the already heavy programme we have undertaken for this Session.
