asked the Minister of Health what advice he is giving to local authorities who wish to introduce a byelaw to restrain customers from bringing dogs into premises where food is sold.

They are advised that, while there is much to be said for such a prohibition, he doubts whether, in practice, a prohibitive byelaw would prove effective. The reasons for this are those which I gave in answer to the hon. Lady's supplementary Question on the 23rd February.
