asked the Secretary of State for the Colonies (1) if he is aware that on occasions in the last year or two the Attorney-General, Aden, has acted as Chief Secretary; that this is contrary to normal usage in the Colonies; and if he will arrange for this practice to cease;

(2) why, when the Governor of Aden is absent and the Chief Secretary is acting Governor, the Attorney-General rather than the Financial Secretary or other administrative officers acts as Chief Secretary.

There is no firm rule about which officer should act as Chief Secretary when he or the Governor is absent. The officer administering the Government is responsible for ensuring that the work of government is carried out in the most efficient manner possible and the arrangements made in Aden in recent years have my full approval.
