asked the Secretary of State for the Colonies which members of the Executive Council in Zanzibar have been appointed as Ministers under the new Constitution; and whether these are nominated or elected members of the Legislative Council.

Three of the five representative Members of Executive Council are now exercising certain defined responsibilities covering groups of Departments, and a fourth representative Member has been given special responsibility in relation to affairs in Pemba. Three of these members are elected Members of the Legislative Council.

The Members concerned are:

  • Mr. Ameri Tajo: (elected representative Member) Social Services;
  • Mr. V. S. Patel: (appointed representative Member) Works and Communications;

  • Mr. Hilal Mohammed Hilal Barwani; (appointed representative Member) Natural Resources;
  • Mr. Mohamed Shante: (elected representative Member) has special responsibility for Pemba affairs.

There is, as yet, no Ministerial system in Zanzibar.
