asked the Secretary of State for the Colonies whether he will now consider, in conjunction with the Governor of Kenya, the removal of the existing restrictions imposed on African political organisations and meetings consistent with public security and non-racial political development.

It is the Kenya Government's policy to allow members of all communities as much freedom to hold political meetings as is consistent with the maintenance of public order, and the restrictions, which are imposed on all, are dictated solely on these grounds.

The Governor is at present reviewing certain aspects of the restrictive system.

My right hon. Friend and the Governor have reviewed the restrictions on the formation of country-wide African political organisations, but have decided that these cannot be relaxed at the present time.
