asked the Chancellor of the Exchequer how and why post-war credit certificates came to be issued to persons alleged to be owing Income Tax.

Post-war credits represent the extra amounts of Income Tax paid because certain allowances were reduced in 1941. As it was Government policy to get certificates into the hands of taxpayers as early as possible, they were issued in many cases before the tax was paid and showed the credit that would be due if the full tax payable were paid. There is a note on the certificates making it clear that the right to the credit is dependent on the payment of the tax.
