Lord Kennet, G.B.E., who has acted as Chairman, and Sir Bernhard Binder, F.C.A., and Sir Kenneth Swan, Q.C., who have served as members of the Advisory Panel since it was set up in 1951 have recently retired from the panel. I welcome this opportunity to express my thanks to them for the valuable advice which they have given throughout this period to my predecessors and myself.
