53. Mr. Foot

asked the Secretary of State for the Colonies whether he is now able to furnish particulars of the intended legislation under which the Kenya Government intend to preserve the system of imprisonment without trial after the end of the present emergency; and how many of the present staff at Hola will continue to be employed at the camp.

As regards the first part of the Question I have nothing to add to the reply I gave on this point to the hon. and learned Member on 11th June.

In accordance with normal procedure, all subordinate staff are changed over in stages every six months. This system, and the posting of the senior officers—of whom there are at present seven, all having gone to Hola since 3rd March—will no doubt be considered by the Fairn Inquiry.
