asked the Minister of housing and Local Government and Minister for Welsh Affairs whether he will consider replacing the present system of over 1,400 locally-made building byelaws in England and Wales by a single set of centrally-made building regulations, as is proposed for Scotland.

Mr. Brooke

This could not be done without legislation amending the Public Health Acts. I agree, however, that it is right to consider whether or not such a change is desirable, and I propose to invite the views of the local authority associations, the London County Council, the interested professional bodies and the building industry, in order to inform myself fully before reaching a decision.
