asked the Paymaster-General whether he is aware that the charges for electricity wayleaves vary from district to district; and if he will take steps, if necessary by legislation, to secure uniformity in this respect.

The national scales of payment, which have been agreed between the Electricity Authorities, the National Farmers' Union and the Country Landowners' Association, do not vary from district to district. The agreed payments vary, however, according to the size and type of construction and to whether the land is arable or cultivated grassland. I understand that some individual payments, made under long-standing agreements may not conform to these scales. If a landowner or occupier considers that the payments under such agreements ought to be revised, his proper course would be to approach the Electricity Board concerned. I think that any necessary adjustments can be better made by negotiation, in this way.
