asked the Secretary of State for War how many of the 100,000 soldiers who have been, or are being, employed on non-operational duties will be replaced by civilians; how many will be replaced by labour-saving machinery; and what number will be saved by a reduced training commitment.

This is our prospective saving of non-operational manpower by 1963. The factors set out in the Question are part of a general reorganisation of the Army from which savings in manpower will emerge, but there are others. Replacement by civilians will save about 11,000 soldiers and the number of permanent staff and trainees in the training organisation will be 38,000 less.
