§ Mr. Boyd-CarpenterAs I explained during the discussions on the Bill, the contributions embodied in it are arrived at on the assessment principle, and consequently seek to provide an annual income adequate to meet annual expenditure in respect of all the benefits of the scheme. The contribution has, therefore, not been compiled from elements specifically attributed to particular benefits.
