asked the Minister of Labour to what extent it is Government policy to encourage firms to fill employment vacancies by application through the trade union organisation rather than by direct application to the employment exchange offices.

The Ministry's policy is to encourage employers to fill their vacancies as far as possible through the employment exchange service. Where, however, the employment exchanges cannot fill vacancies notified to them they may seek the help of the appropriate trade unions in placing their members in employment.
