asked the Minister of Pensions and National Insurance whether, in the light of the new proposals for the treatment of the mentally disordered, he will ask the National Insurance Advisory Committee to review the position under the National Insurance Scheme of those patients who are detained as a result of court proceedings.

Yes. I have asked the National Insurance Advisory Committee to review the provisions of the Scheme as they affect long-term hospital patients generally, including those referred to by my hon. Friend. The following are the terms of referenceTo review the provisions governing the liability for contributions and rights to benefit under the National Insurance Scheme (not including rates of benefit or contributions) of long-term hospital patients, including mentally disordered patients 'detained in legal custody', and patients doing work for which they receive payment; and to report.
