asked the Secretary of State for the Home Department if, in view of the great increase in crime, he will take steps to encourage the recruitment of special constables.

The recruitment of special constables is primarily a matter for the individual force; but my right hon. Friend has had recruiting films made which have been shown on television, and which are available for showing in cinemas under local arrangements. Posters and leaflets are also produced centrally.

My right hon. Friend has on several occasions made it clear that he attaches great value to the work of the Special Constabulary; but my hon. Friend will recognise that the task of dealing with the increase in crime must fall mainly on the regular police.
