130. Mr. Harold Davies

asked the Secretary of State for Foreign Affairs whether, during his official discussions with Mr. Dulles, he will draw attention to the fact that Her Majesty's Government remains bound by the international agreement entered into at Geneva in 1954 to unite North and South Vietnam by free elections under international supervision, request him to join in making representations to the South Vietnam Government to obtain its assent to carrying out this agreement, and make clear that Her Majesty's Government will not be associated with or involved in any use or threat of force arising out of the failure to give effect to this agreement.

132. Mr. Ian Mikardo

asked the Secretary of State for Foreign Affairs whether he will urge Mr. Nu Din Diem, the ruler of South Vietnam, to agree to free elections under international supervision for the unification of North and South Vietnam as provided for in the international agreement concluded at Geneva to which Her Majesty's Government is a party.

There does not appear at present to be any initiative that can usefully be taken in regard to the unification of Vietnam. As regards free elections, my right hon. and learned Friend's statement to the House on 17th April, 1957, remains valid. Her Majesty's Government would not approve the use of force for the settlement of this question.
