asked the Minister of Transport and Civil Aviation if he is aware that, in New York, there are signals telling pedestrians when to cross the road which do not necessitate an all-red period in the traffic-light sequence because traffic turning left or right is compelled to give way to pedestrians; and if he will consider setting up a similar system in this country.

I am familiar with the system to which my hon. Friend refers, but although we have certain powers for the control of pedestrians at crossings, we have not hitherto felt justified, in view of the conditions prevailing in congested urban areas, in imposing on pedestrians the degree of control which such a system would require.
