Mr. K. Robinson

asked the Minister of Health how much of the total expenditure of the local health authorities on mental health services was devoted to those services which are mandatory in the last year for which figures are available; and what is the estimated proportion for the years 1959–60 and 1960–61.

While all authorities do not necessarily classify this expenditure in exactly the same way, in 1957–58 a total sum of £3,412,000 was brought to account by local health authorities as their net expenditure in carrying out duties under the Lunacy and Mental Treatment Acts, 1890 to 1930, and the Mental Deficiency Acts, 1913 to 1938. This sum represents about 93½ per cent. of the estimated total net expenditure by local authorities on their mental health services in that year.

The estimates of total net expenditure on mental health services taken into consideration in fixing the totals of general grant for the years 1959–60 and 1960–61 were approximately £5 million and £5.9 million respectively. These sums cannot be apportioned between mandatory services and others.

The following table shows the sum brought to account in 1957–58 by each local health authority in England and Wales as expenditure in carrying out duties under the Lunacy and Mental Treatments Acts, 1890 to 1930, and the Mental Deficiency Acts, 1913 to 1938:

Mental health services are also provided under Section 28 of the National Health Service Act, 1946, and although no information is available as to the expenditure incurred by each local health authority in providing mental health services under this Section, it is estimated that in 1957–58 the expenditure amounted in aggregate to about £235,000.

The estimated expenditure on mental health services taken into consideration after discussion with representatives of the local authorities in fixing the totals of general grant for 1959–60 and 1960–61, exceeded the aggregate of the estimates for these services originally submitted by individual local health authorities, and cannot be precisely apportioned between them.
