asked the Secretary of State for Foreign Affairs whether he will instruct the British representative at the Nuclear Tests Conference in Geneva to propose that the majority of the staffs of the control posts set up under the treaty banning tests should be composed of nationals of uncommitted countries drawn from an agreed panel of experts.

The United Kingdom delegate to this Conference has recently made proposals which would allow for the inclusion of a considerable proportion of nationals from neutral countries in the staffing of control posts. Unfortunately, present Soviet proposals would exclude such nationals from control posts altogether.
