Mr. Russell

asked the Minister of Transport and Civil Aviation if he is aware of the traffic congestion at the junction of Harrow Road and the North Circular Road, N.W.10, during the morning rush hour; and when he expects to be able to authorise the construction of an underpass at this junction.

Yes. Work is about to start on improving this junction, but I have no plans at present for constructing an underpass.
