As regards federation, I am circulating below a statement on this subject which is being issued in Aden today.

After a lull in the second half of 1958, there have recently been indications of renewed subversion among the tribes of the Western Aden Protectorate. The frontier was also relatively peaceful in the second half of 1958, but there have been incidents in January.

Following is the statement: Agreement has now been reached among six States of the Western Aden Protectorate on a constitution for the proposed Federation of Arab Amirates of the South. The States concerned are the Amirates of Beihan and Dhala, the Audhali, Fadhli and lower Yafa Sultanates, and the Upper Aulaqi Sheikhdom. Their agreement on the constitution is the culmination of several weeks' discussion in Aden by the Rulers of these States or their Representatives. It will be recalled that on 15th July, 1958, the United Kingdom Government announced that they welcomed the establishment of a federation of these States which was proposed during the visit of certain Rulers and their representatives to London at that time. It is expected that the constitution will be formally signed and the Federation thus inaugurated during the visit of the Secretary of State for the Colonies to Aden in the first half of February. Immediately thereafter a Treaty is expected to be signed between the United Kingdom and the Federation providing, among other things, for the military and financial assistance which, as announced last summer, the United Kingdom Government are prepared to give to the Federation.
