Sir J. Duncan

asked the Secretary of State for Scotland what arrangements he is making for obtaining independent advice on methods of dealing with offenders against the criminal law.

Mr. Maclay

I am appointing a Scottish Advisory Council on the Treatment of Offenders, whose terms of reference will be: To provide the Secretary of State with advice and suggestions on matters relating to the treatment of offenders. I am glad to say that the following ladies and gentlemen have accepted invitations to serve on the Council.
