89. Mr. Foot

asked the Minister of State for Commonwealth Relations whether the Monckton Commission will have power to require the attendance of African witnesses from Nyasaland and Northern Rhodesia or the production of documents by them; and whether their evidence given before the Commission will be asbolutely privileged as in a court of law.

Mr. Alport

It would be inappropriate to give the Advisory Commission power to compel the attendance of witnesses or the production of documents. As the Commission, in receiving evidence, will be seeking information on matters of fact and opinion, the question of privilege for their evidence does not arise.

Mr. Stonehouse

asked the Minister of State for Commonwealth Relations who will be bearing the cost of the Monckton Commission.

Mr. Alport

The cost will be borne by the United Kingdom Government except where the Federal Government or Territorial Governments offer services or facilities.
