63. Mr. Teeling

asked the Secretary of State for Foreign Affairs to what extent, in opening negotiations with Russia on the Baltic debts, he has made it clear that the United Kingdom is not in any way forgoing claims on Russia for the Czarist or any other debts owing by Russia.

Mr. R. Allan

As stated by my right hon. Friend the Minister of State on 29th June, Her Majesty's Government have folly reserved their position in respect of these old claims.

64. Mr. Teeing

asked the Secretary of State for Foreign Affairs what will be the next steps in negotiations concerning the repayment by Russia of the Baltic debts; and whether the gold held by the United Kingdom Government on behalf of Baltic interests still remains in Her Majesty's Government's possession.

When the registration of the United Kingdom claims is complete, details will be given to the Soviet Government. We shall receive details of the Soviet claims which have arisen since 1939 and as soon as both sides have studied the information exchanged, negotiations should begin.

The gold held by the Bank of England in 1940 for the account of the central banks of the Baltic States is now held by the Custodian of Enemy Property.
