§ Mr. R. A. ButlerThe debate a year ago showed that opinion in the last Parliament was sharply divided. I believe that that was an accurate reflection of opinion in the country, and that it would be premature to introduce legislation on this topic. I do not think that the time is yet ripe for a further debate.
