§ 64. Mr. R. Edwardsasked the Secretary of State for the Colonies what were the circumstances that led to the arrest of Mr. Ngembus Williams, at Kumba, Southern Cameroons, on 21st November; and why documents in connection with the All-African People's Congress held at Accra in December, 1958, are considered by the Southern Cameroons Government to he seditious documents subject to confiscation by their police.
§ Mr. J. AmeryInformation was received that Mr. Ngembus Williams was62W in possession of prohibited publications. His premises were searched under a magistrate's warrant, such publications were found and he was arrested, charged, and convicted. Copies of the All-African People's Congress News Bulletin, which is not proscribed, were among papers removed for examination, but he was not charged in respect of them and they have not been confiscated.
