asked the Secretary of State for the Colonies what were the circumstances that led to the arrest of Mr. Ngembus Williams, at Kumba, Southern Cameroons, on 21st November; and why documents in connection with the All-African People's Congress held at Accra in December, 1958, are considered by the Southern Cameroons Government to he seditious documents subject to confiscation by their police.

Information was received that Mr. Ngembus Williams was in possession of prohibited publications. His premises were searched under a magistrate's warrant, such publications were found and he was arrested, charged, and convicted. Copies of the All-African People's Congress News Bulletin, which is not proscribed, were among papers removed for examination, but he was not charged in respect of them and they have not been confiscated.
