asked the Secretary of State for the Colonies why permission was refused for Dr. Banda to receive a visit from Sir John Moffat.

This is a matter for the Federal authorities. I understand, however, that Sir John Moffat was told that he might visit Dr. Banda under the conditions normally attaching to visits. That would mean that the interview would take place in the presence of a Prison officer and that there should be no discussion of political questions. Sir John Moffat did not avail himself of this.
